Amy Plaster serves as a Senior Advisor of HillStaffer. Ms. Plaster was named to The Hill’s “Top Lobbyists” 2022, and is a seasoned government affairs executive and former Congressional chief of staff. A trusted navigator of the Washington, D.C. political landscape for top corporate leaders, at HillStaffer Ms. Plaster leads strategy development, project execution and relationship building for clients. With more than 30 years of public and private sector experience, Ms. Plaster combines her extensive network of stakeholders and knowledge of public policy with national trends to amplify clients’ voices.

Prior to HillStaffer, Ms. Plaster served as Executive Director, Federal Governmental Affairs, at CMS Energy, leading the government affairs team at this Fortune 500 company on issues including energy, tax, trade, banking and ESG. Ms. Plaster was responsible for developing strategies and tactics supporting the organization as well as coaching company executives of the policy impacts on corporate matters, leveraging coalition and trade association partners, directing subject matter experts engaging with members of Congress, spearheading development and utilization of proprietary performance metrics to quantify Return on Investment of key relationships, and leading proactive reputation management strategies and rapid response plans.

While at CMS, Ms. Plaster spearheaded successful efforts for grants through the Department of Energy’s Infrastructure Investment & Jobs Act (IIJA)/GRIP, advancing the company’s “24 Hour or Less” reliability commitment, and developed a coalition to successfully restore Sec. 45 solar production tax credit (PTC) to the Internal Revenue Code making solar energy a more viable and affordable clean energy option. Her work updating CMS Energy’s political disclosures resulted in higher ratings by external groups and culminated in Newsweek’s Most Responsible Companies Award and Sustainalytics Top Quartile for Global Utilities.

Prior to CMS, Ms. Plaster was chief of staff to former Representative Peter Hoekstra, both as a freshman member of Congress serving as Chair of the Education & Workforce Oversight Subcommittee, and later as Chairman of the Select Committee on Intelligence. She also served as Rep. Hoekstra’s Chief Counsel, overseeing a variety of projects including the 1996 Teamsters election investigation and the American Worker Project.

Ms. Plaster currently serves as Board Chair for the Congressional Management Foundation. Previously, she served as Board Chair and Treasurer of the Women’s Congressional Policy Institute (formerly Women’s Policy Inc) and Board President and Chair, Personnel & Policy Committee of the Library of Congress Child Care Association. She served as a Federal Affairs Executive Advisory Committee for the Edison Electric Institute; a member of the PAC Steering Committee for the CMS Energy Employees for Better Government PAC; a member of the CMS Energy Executive Learning Council; and as a member of both the Employers’ Coalition on Medicare and Coalition for a Competitive Pharmaceutical Market.

Ms. Plaster earned a J.D. from the Washington College of Law at American University. She earned a B.A. in Political Science and Philosophy, cum laude, from Hope College, Holland, MI.
